Just to note that there is a lot of research on leadership and collective decision making (i.e., when you have to integrate the judgment of multiple people, such as experts), both outside governmental organizations and within it. Outside of it, both management (which has become much more evidence-based in the recent years) and psychology (the experimental part of it) have a lot to say about these two topics and they are worth looking into. Even if you argue that the existing academic research has a lot of flaws, personal biases and anecdotes have less severity in testing than the flawed research system we have. At the very least, it would be important for organizations in metascience to contrast academia-based solutions with creativity-based solutions.
